President
Anthony Naccarato began the meeting with the Pledge of Allegiance. He then asked for a moment of silence in honor of Officer Cassidy.

Anthony then thanked the Historical Society of Tacony for their work because you cannot speak about the future of Tacony without remembering the past.

The TCA has been working with other civics on getting a meeting with Mayor Nutter. The “ills” suffered by Tacony such as crime, quality of life and L&I issues are common among all Lower Northeast neighborhoods. Our hope is that Nutter’s “reform” will include the Northeast.

Vice Presiden
US Recycling – Trash transfer station updates – This Company was requesting the opportunity to increase their tonnage from 380 to 2000 tons a day. Hope by March that there will be a resolution.

Membership
Membership has been lacking. We are pushing for renewals and will have a better idea of numbers by the March meeting. Thank you to Camille for her push at the neighborhood churches to raise awareness.

Treasurer
Linda Salandra reported that there is currently $10800 in the bank. The legal fund is down to $14,000. The flea market raised $400. TCA has spent $361 toward zoning and appeals.

Quality of Life and PDAC
Camille Capobianco reported that a lot of people aren’t aware of the civic or our abilities. Camille created a flyer to inform people toward Frankford Avenue that they are actually living in Tacony. The weather has kept things quiet lately in the neighborhood. Camille also announced that there is a meeting on November 29th at 7pm in reference to the issue of no maternity wards in the Northeast.

Clean and Green
Chris Woolslayer was happy to report the there will be a Spring Clean-Up in 2008. She will be recruiting volunteers in the upcoming months.

Zoning
Lou Iatarola reported on the status of a number of zoning issues in Tacony. Lou also mentioned that the Zoning Code exists to keep a harmonious neighborhood.

  • 6410 Hegerman Street – Requesting permit for Auto Repair shop and 4x8 sign. 10/22 a meeting was held with neighbors. There was no opposition to the garage and the sign could be 2x6 feet. Hours could not exceed 8a until 6p. 10/24 ZBA granted permit.
  • 6658 Algard Street – Owner requested 4 foot solid vinyl fence in the front of the property. ZBA denied and owner filed an appeal. They were denied again and the neighbors are waiting for the owner to take the fence down. According to Nancy from Krajewski’s office, the city will take the owner to court if they do not remove the fence in a timely manner.
  • 6445 Torresdale Avenue – McDonalds is looking to rebuild it’s property. Met with neighbors. Their concerns include the location of the dumpster, want noise and trash buffer. Hearing to be held 11/20.
  • 4200 Hellerman Street – Owner requesting single be turned into 3 family home. TCA opposed. ZBA denied
  • 6734 Torresdale Avenue – L&I granted permit for commercial property with store front to be converted to a residential property. TCA opposes this because the laws are so outdated that any C1 property in Tacony can now become residential. They will be appealing this decision.
  • 6559 Torresdale Ave – Corner store requested retaining wall. The wall was built outside the property line so the owner must remove the wall and rebuild. A request for hot food take out would have to be on a separate request.
  • 7010 Cottage Street – Owner wanted to rebuild garage. There was no opposition. ZBA continued and wanted proviso that garage was for residential use only.
  • 7041 Gillespie Street – has applied to split one lot into 5 residential lots. Meeting was held with neighbors and they are opposed. Still pending further information.

Additional information - Loretta Kelly is meeting with other civics in the Lower Northeast in an attempt to expand the reach of the civics and to become stronger by working in collaboration. There is also an event on December 2nd at the Convention Center called Great Expectations which is a citizen’s forum. All are welcome.

November 19th at 6:30p the Friends of Tacony Library will be meeting.

Meeting adjourned 8:51p. Next Meeting on March 11, 2008 -The next meeting will be held at 7:00p.m. at the Disston Memorial Presbyterian Church.
