President
Anthony Naccarato began the meeting with the Pledge of Allegiance.
He then asked for a moment of silence in remembrance of the
tragedy on September 11, 2001.
Anthony spoke of the positive outlook with a new change in
the mayors election.
A Flea Market will be held on October 6th at Disston Park.
Vendors will arrive at 6a. Call 215-338-2575 x 1 for more
details.
Septa’s Torresdale loop is being redone. Per MARC,
there will probably be a mural painted to enhance the area.
Vice President
US Recycling – Trash transfer station updates –
This Company was requesting the opportunity to increase their
tonnage from 380 to 2000 tons a day. TCA was able to get support
from the local civic associations and submitted a letter stating
our opposition. Mr. Iatarola spoke to the representative from
the EPA and they were questionable about some of the information
submitted by US Recycling such as the benefits to the local
community, adequate water supply, and the environmental assessment.
Second Vice President
Tacony is getting Healthy. May 15th and 22nd would be the
next walking club get together. Anne Marie will begin a Walking
group/Jogging group starting at Disston Playground. Anyone
interested, who does not like the idea of walking alone should
attend.
Summer Concert series has been scheduled.
Membership
Membership has been lacking. Currently at 340 members, the
TCA would prefer to reach its goal of 500. The larger the
membership the louder our voice is at City Hall. There was
a suggestion to have the newsletter emailed instead of mailed.
The TCA is looking into this possibility since it may reach
a larger population in Tacony.
Treasurer
Linda Salandra reported that there is currently $8500
in the bank. The legal fund is down to $1900 to $15,000. We
are also in the process of writing grants to get more money
for the neighborhood. Loretta Kelly successfully submitted
a grant was received $1,000 from the 5 County Arts fund for
next years concert series.
Quality of Life and PDAC
Camille Capobianco reported that there has been a lot of activity
recently. Most complaints involve noise, crime, trash and
parking issues. Camille asked that the residents be patient
when they contact the Quality of Life committee. It takes
time to work through the system to resolve the problems but
that she has been successful in most instances. She also stated
that the 15th Police District is very busy, however, the more
calls placed about a problem the more attention drawn to it.

Camille also was happy to report a new fence that was placed
around Dorsey Playground.
Joan Krajeswski’s office is trying to crack down on
homeowners with unpaid real estate taxes. Those houses will
go up for sherrif sale.
The 15th District PDAC is cracking down in September on speed
violations in school zones. Camille made sure to remind them
of the schools in Tacony. Captain Bachmayer also stated that
if the police are called to a Block Party they will not get
a permit for the following year. The local Curfew Center is
the busiest in the city. They are open from 10p until 6a.
It is also important to remember that parking violations
should be called in to the police. You are not permitted to
park in the white boxes painted on the corners, on the sidewalk,
and there are certain areas where trucks are not permitted
to park. You are also not permitted to park a boat in a driveway,
yard or street.
Clean and Green –
Chris Woolslayer was happy to report the there will be a Spring
Clean-Up in 2008. Also reported was that an additional 29
trees will be planted in Tacony this fall. No volunteers are
needed for the tree planting since the Pennsylvania Horticultural
Society had money in the budget to have contractors handle
the planting.
Zoning
Lou Iatarola reported on the status of a number of zoning
issues in Tacony. Lou also mentioned that the Zoning Code
exists to keep a harmonious neighborhood.
- 4201 Levick Street – Requested permit for retails
grocery and wrap around signage. It is an R9 residential.
Neighbors did not oppose. THe TCA asked for provisions.
Hours are to be 9a-7p Monday through Saturday and 1p until
7p Sunday. No cigars, cigarettes or rolling papers to be
sold. The sign is to be blue and white. There must be a
trashcan in front of store and have transparent grate. ZBA
granted all but did not allow awning. Also stated no alcohol
is to be sold.
- 7200 Marsden Street – Asking for 2 family plus commercial
for C2. Neighbors opposed. ZBA denied duplex and wanted
documentation on the lower office use.
- 4631 Princeton Avenue – Requesting dental lab with
home on top. Neighbors support. On June 11th, the ZBA approved.
- 7114 State Road – Owner requested zoning for the
sale and installation of alarms in auto body shop. Neighbors
did not oppose. TCA requested variance state the hours to
be from 10a until 7p, no testing of alarms outside of building
and only three vehicles permitted in lot at one time. ZBA
granted request.
- 6658 Algard Street – Owner requested 4 foot solid
vinyl fence in the front of the property. TCA was not approached
by neighbors. TCA did not oppose. ZBA denied. Owner appealed
decision.
- 7240 Walker Street – Request for 9 foot high Gazebo
on patio to house hot tub. No neighbor opposition. TCA did
not oppose. Zoning Board denied. Owner has since removed
hot tub.
- 6425 Torresdale Avenue – Retail selling of water
ice from 11a until 10p. Neighbors and TCA did not oppose.
ZBA granted.
- 4200 Hellerman Street – Owner requesting single
be turned into 3 family home. Applicant did not notify TCA.
ZBA continued.
- 6430-32 Edmund Street – Owner asking to have paint
spray booth. Meeting held with neighbors May 22nd. Have
variance for auto body shop and signs. Neighbors did not
support the variance. ZBA Denied.
- 6559 Torresdale Ave – Corner store requested retaining
wall and hot food take out. Zoning meeting to be held.
- 7125-33 State Road – Auto Body shop requesting a
paint booth. Neighbors and TCA opposed. On August 7th, the
ZBA granted a 2 year temporary variance.
- 7041 Gillespie Street – Open lot purchased and owners
want to build two twin homes on property to face Gillespie.
Meeting held after General Meeting. Neighbors oppose due
to limited parking and space issues. Application has not
been filed. Owners were hoping to gain neighbors support
prior to build.
Meeting adjourned at 9:07p. Next Meeting on November 13,
2007 -The next meeting will be held at 7:00p.m. at the Disston
Memorial Presbyterian Church. Historical Society of Tacony
to hold it’s meeting prior beginning at 5:30p.
